FF6's characters use 12 in battle, they use the last four colors for the cursor/recovery palette, the recovery palette, an unused palette, and the reflect barrier's palette. Even with that optimization they still had to overwrite those palettes for a few spell animations, which is what causes this.
I think "Save here?" is something they broke in FF2us, since the "here?" string is already there with a terminator instead of a linebreak in front of it. A few strings were already broken in FF4 though, like the shopkeeper's message for when you're selling.
The GBA game uses 16 colors for most sprites/tiles, the SNES version used 8 with a few exceptions.
The obvious one is adding Haste to it, but maybe that's tooooo obvious.
Maybe also add preemptive strike for good measure (a stolen FF5 idea).

Is it me or is the Masamune underwhelming? There isn't a special property to it other than the +20% evade...

The stairs on the third floor of the Castle of Ordeals take you directly to the overworld.
