I was browsing YouTube today and found even more proof that it being able to use Tornado on anything was unintentional:

The weapon's spell is a customized version of Tornado.
There's a level check involved, like the original spell, but success of the spell casting is 100% when the check succeeds (as far as I can tell). I have yet to figure out what attribute induces the death, other than the range of life values include 0....

If you're talking about why Brachioraidos dies instantly when it hits him, I'm pretty sure he casts Vanish on himself when he's below a certain amount of HP, oddly enough.

I guess that may have been a "fix" added to the engine... I don't think the original checks for an HP counter or a current HP check (Tornado vs a Behemoth), but probably checks for a magic counter instead (counter vs any magic used)... IIRC.
