It's very much editable though. I used Windhex32 to edit it. It's there in raw ASCII text, no special characters needed. Although, you may have to fix the timing... God, Project II was a thing of nightmares sometimes. 
It's just plain text with a special effect over it. The ending credits are the same way. :)
I did the same thing on FF4J. I had a table file, but I was unaware that the text is readable without it. :\ Huh.
