If you don't wait for Shadow, is the Relm @ Jidoor event prevented until the Cave of the Veldt is complete?

It seems like one of the few questions I should have an answer to, but considering that I always get Shadow, I don't often think about this aspect that often.

From what I've seen, yes. You must rescue her at the Cave of the Veldt, then step on some tiles x amount of times in Thamasa before she goes to Jidoor.

I thought "leave and come back" is all you needed to do?
