Been playing through v1.00 for the past week, when I was trying to figure out why I stopped playing last time... loaded up a save state after Calbrena, went outside, and beat the crap out of unmodified overworld enemies.
Well, I'm back in now, I'll be downloading 1.48 tonight and running with that soon.  I'll provide suggestions when I can.

I've never thought it was a matter of the NHL not wanting it on major networks; it was a matter of major networks not wanting to air NHL games that get ratings in the 2.0 range when they could be airing I'm a Celebrity Get Me Out Of Here for 6.0.

Golbez has closer to 2800 HP in this fight.

Silver Apples are not available in US FFIV.

Uh... anything in between?  My version doesn't sound like either of those.  My ROM does say v1.0.

Features:
No XP/GP from anything
Most treasure chests changed
All shops only sell Life potions
Life potions do not work in battle; everything else does
Some spell costs changed (Chocobo, Hold and Scan changed to 77, View to 10)

The treasure chests are absolutely changed in mine.

The easiest check right now would be to see which is better, Legend sword or Fire.  Legend sword is considerably stronger in my version.

I just assume he means no box or manual, this is how Gamestop tends to sell GBA carts.

Also, had no idea FF6A was worth anything.  I gave mine to a friend as a going-away present when he moved to California.  Not that it would've mattered, I hate the GBA version.

As for the big spoiler, just play around with your equipment and check your status screen, and you might find it.  It's definitely not a cheat.

I have a feeling we are playing slightly different versions, because Life potions never work in battle for me, and every town's item shop sells only Life potions.  You get a ton of Cure3 potions from treasure chests, if I recall.

Front or back is irrelevant when facing Laser, you're going to take damage in the 800-1300 range.

The trick in the screenshot is that Cecil is taking 1 damage from Golbez's spell.  Virus does around 100, but since Golbez has virtually no HP, he shouldn't be an issue.

The berserk source is the Power staff, which you should find in a chest somewhere.  Sometimes it procs Berserk on hit (I found this out accidentally against Calbrena)

Have you found any claws anywhere for Yang?

Lugae's pattern is something like:
Poison-All (Only once, irrelevant)
Beam (Minimal damage)
Laser (Instant kill damage)
Emission (1 damage)
Heal-All
The pattern then repeats beginning at Beam.  He also counters all damaging attacks with Gas, which is Sleep at around a 33% hit rate.
Since Laser is the only attack you care about, you could easily win the battle with a way to cast Life, unfortunately, Life potions do not work in battle.

Sadly, I haven't found any method that works on Lugae's second form.  It may be possible under TAS conditions - there is a list of features that if I figured out how to do them, it'd make the battle passable.

The list would be something like:
-Defend against Laser (doubt this is possible)
-Find a method of casting Life in battle
-Find a speed combination that allows Kain to be in the air every time Laser is used
-Find a crippling status that will stick (Berserk would likely work, as would anything that could stop Laser's use along the lines of Dark or Mute, if those work.  Stone doesn't seem to stick.)
-Make Yang not 100% useless other than as a meat shield

I also don't know how many HP he's got, so if I had a better roadmap of how close I am getting currently, then I'd know just how much further I'd have to push it.
