Recent buzz on social media was sparked by a tweet from Akira Nishitani (西谷 亮), president of Arika.

Akira served as Planner at Capcom for the first three entries in the Street Fighter II series on the arcade.

These include Street Fighter II: The World Warrior, Street Fighter II’: Champion Edition, and Street Fighter II’ Turbo: Hyper Fighting. To learn more about Akira, click here.

Is it okay to tweak Street Fighter II X again?

I wasn’t really involved much, but if it’s possible, I’d kinda like to give it a shot.

Sorry if it turns into a nerf fest lol

In response to the buzz, courtesy of the Super Lore Boys channel on YouTube here, the roundtable features the following Western pro-level players:

  1. And various non-charge characters such as S Hawk, S Ken, X Cammy, X Dhalsim, and X Zangief. ↩︎
  2. Westerner currently residing in Japan. ↩︎

Relevant to the discussion is Born2SPD’s fan rebalancing effort in the form of the New Legacy mod of the Western release of SSF2X, SSF2T (colloquially known as Super Turbo or ST). You can find out more about the mod, currently at version 0.9, here.

Born2SPD is a legend who went through the efforts of capturing all the characters’ frames and hitboxes for the SRK/SuperCombo Wiki. I enjoy reading the New Legacy change notes from time to time. It goes way deeper into re-balancing Super Turbo than HD Remix did. New Legacy served as an inspiration for my SF2 hack, Bishoujo Super Street Fighter II: Glamor Queen.

HDR’s changes focused mostly on special moves. It’s kind of difficult to find a lot of discussion about the HDR changes.

The good HDR changes include Ken’s simplified Crazy Kick inputs, Blanka’s safer Rolls, and Guile’s Upside down Kick becoming an overhead. The changes to Dhalsim and Fei Long’s supers were also good, with the former having more vulnerability and the other traveling further but becomes tangible sooner.

HDR had some weird changes. Sagat getting Tiger Knee juggles gives him ridiculous corner carry, Dictator’s fake slide is like a dash, Zangief’s Kick Lariat having leg invulnerability made him better against Boxer. Ryu’s fake Hadouken breaks matchups, he’d only need it against Dhalsim. T. Hawk got a whiff animation, and sometimes he doesn’t grab you. None of the changes made to Zangief in HDR seem to address the Honda matchup.

New Legacy added a slew of new colors that can be chosen through a color selection menu, a random select, stages can be chosen, homogenized frame skip across all stages to run at Cammy’s stage speed, and old characters can be chosen by pressing Start. Blanka gained an overhead based on his WW Close Standing Fierce.
